BE IT RESOLVED THAT the Agenda for the July 9th, 2024 Regular Council Meeting be approved as presented.

BE IT RESOLVED THAT the Minutes of the June 25th, 2024 Regular Council Meeting be adopted as presented.

BE IT RESOLVED THAT Council receive the Variance Analysis Report as at June, 2024 as presented.

BE IT RESOLVED THAT Council receive the Confirmation of Budget Report of In-House vs Contractors Report as presented; AND FURTHER, that Council direct staff to proceed with comparisons of in-house operations versus contractual obligations for snow removal and gravelling.

BE IT RESOLVED THAT Council receive the Administration Department Update as at July 3, 2024 as presented.

BE IT RESOLVED THAT Council receive the Quarterly Reports to Council Report as presented.

BE IT RESOLVED THAT Council accept the Bridge Maintenance Program Update as presented.

BE IT RESOLVED THAT Council accept the Public Works Department Update as presented.

BE IT RESOLVED THAT Council award Bid No. 310-2024-04 to Stinson Fuels.

BE IT RESOLVED THAT Council receive the Arena User Group Insurance as presented; AND FURTHER, that Council approve the recommendation to have each Arena User Group to provide insurance naming the Municipality of Tweed on the certificate.

BE IT RESOLVED THAT Council receive the Community Improvement Plan Request Report as presented; AND FURTHER, that Council approve the Request from 2037085 Ontario Inc.

BE IT RESOLVED THAT Council receive the Community Improvement Plan Request Report as presented; AND FURTHER, that Council approve the request from the Tweed & Area Historical Society.

BE IT RESOLVED THAT Council receive the Parks and Recreation Department Update as presented.

BE IT RESOLVED THAT Council receive the Fire Department Update as presented.

BE IT RESOLVED THAT Council receive the Policy Review – Code of Conduct, Health & Safety Wellness, and Workplace Violence & Harassment Policies and Workplace Violence & Harassment Prevention Procedure Report as presented; AND FURTHER, that Council accept the changes to the policies and procedure as presented; AND FURTHER, that Council direct staff to bring forward the appropriate By-laws at a future Council Meeting for passing.

BE IT RESOLVED THAT Council receive the Policy Review – Strategic Asset Management Policy Report as presented; AND FURTHER, that Council accept the suggested changes from staff; AND FURTHER, that staff summarize all public comments received for the August 13, 2024 Regular Council Meeting for Council consideration; AND FURTHER, that Council direct staff to bring forward a By-law for final approval at a future Council meeting if no public comments are received.

BE IT RESOLVED THAT Council approve the Municipal Consent Policy as presented; AND FURTHER, that Council direct staff to bring forward a By-law for final approval at a future Regular Council Meeting.

BE IT RESOLVED THAT Council receive the Zoning Amendment Public Meeting Report as presented; AND FURTHER, that Council authorize staff to bring a By-law for passing at the next Regular Council Meeting.

BE IT RESOLVED THAT By-law No. 2024-55 as amended be read a first, second, and third and final time, passed, signed, and sealed in open Council this 9th day of July, 2024.

THEREFORE BE IT RESOLVED THAT the notice dates and times for the regular meeting scheduled for Tuesday, August 13th, 2024 be amended as follows: 1. Section 4.(viii.) Notice of Meeting and availability of Meeting Agendas shall be published on the electronic agenda platform on the Friday, one week before the meeting, being August 2, 2024. 2. Section 10.(ii.) A Request for Delegation must be received by the Clerk not later than 4:30 p.m. on the Wednesday immediately preceding the release of the Agenda, being July 29, 2024. 3. Section 10.(iii.) Every Delegation shall provide to the Clerk a detailed summary of the information they wish to share with Council. The detailed summary shall be provided not later than 4:30 p.m. on the Wednesday immediately preceding the Release of the Agenda, being July 29, 2024. 4. Section 11.(iv.) Insofar as is practicable, a notice of motion shall be given in writing to the Clerk not later than 12:00 p.m. on the Thursday immediately preceding the release of the Agenda, being August 1, 2024, so that the matter can be included in the Agenda for the Meeting.

BE IT RESOLVED THAT the Council Meeting currently scheduled for Tuesday, September 10th, 2024 at 9:00 a.m. is hereby rescheduled to Tuesday, September 10th, 2024 at 1:00 p.m.

BE IT RESOLVED THAT the Canada Mental Health Association - Hastings & Prince Edward have permission to use the Tweed Memorial Park to host the annual International Overdose Awareness Day on Wednesday, August 28th, 2024 from 11:00 a.m. to 3:00 p.m.

BE IT RESOLVED THAT the Tweed Lions Club are approved to use the Tweed Recreation Area (including the washrooms), soccer field and municipal parking lot at both the Recreation Area and Arena for an ATV Run and Barbeque to be held September 7th, 2024; AND FURTHER that the Tweed Lions Club provide an insurance certificate to indemnify the Municipality of Tweed.

BE IT RESOLVED THAT Council receive the information regarding the Green Roads Pilot Project encouraging Municipalities to explore and adopt sustainable road surfacing alternatives.

BE IT RESOLVED THAT Council direct staff to arrange Biodiffusion Technologies Inc. to make a presentation at a future council meeting.

BE IT RESOLVED THAT Council go into a Closed Meeting at 10:15 a.m.

BE IT RESOLVED THAT staff follow Council direction from the Closed Meeting.

BE IT RESOLVED THAT Council support agenda items as follows: 16.1.1 City of Brantford re: Decision of the Ontario Energy Board to End the Gas Pipeline Subsidy. 16.1.2 Town of Tecumseth re: Phasing out free water testing for private wells. 16.1.3 Town of Smiths Falls re: Provincial Regulations Needed to Restrict Keeping of Non-Native ("Exotic") Wild Animals.

BE IT RESOLVED THAT Council send a letter of support in relation to agenda item 16.9 re: AMO Economic and Prosperity Review

BE IT RESOLVED THAT Council send a letter of support in relation to agenda item 16.12.6 re: Central Hastings Support Network Transit program funding assistance.

BE IT RESOLVED THAT Council receive the Committee/Board Minutes as presented.

BE IT RESOLVED THAT Confirmatory By-law No. 2024-59 be read a first, second, and third and final time, passed, signed, and sealed in open Council this 9th day of July, 2024.
